US Navy accepting bids for prototype PWBs

The Naval Air Warfare Center Weapons Division, China Lake, CA, intends to procure prototype printed wiring boards for various development and test programs. The contract will encompass multiple product orders, verbal or electronic mail over a 3-year period.

Requirements: Contractors submitting offers shall address the following requirements: Using Government-provided Gerber and drill files, the contractor shall manufacture printed wiring boards for the NAWCWPNS; Gerber, drill and net list files will be submitted via electronic mail and the contractor shall be capable of accepting those files; the contractor shall accept orders either verbally or via electronic mail, and proposals for individual orders shall be delivered to NAWCWPNS via electronic mail or telefax. Quantity: The contractor shall maintain a prototype PWB capability to meet NAWCWPNS prototyping needs. The minimum order quantity will be one PWB; there shall be no maximum order quantity. The contractor shall maintain the capability to produce multi-layer as well as single-sided and double- sided, rigid and flex PWBs. The manufacturing capability of PWB physical size shall include very small and large-size PWBs. Contractor processes shall be capable of employing mixed component technologies; both surface mount devices, including BGA (Ball Grid Array) and through-hole components and also producing PWB with micro via and fine line traces. Solder masking and silk screen capability shall be available. The contractor shall have the capabilities to control and verify impedance of the PWBs. The contractor shall have the capability to provide bed of nails and net list testing and documents of the testing results. Delivery: The contractor shall be able to provide a PWB turnaround time of as little as 24 hours with next day delivery of the order. Quality Program: The contractor shall have a quality control process in-place to maintain the product quality. Although it is not required for every board, the contractor shall maintain a MIL-PRF-55110 quality program. Pricing: Pricing shall be via published catalog; a software catalog is acceptable if the catalog is releasable to NAWCWPNS. The pricing catalog should be based on the size and number of layers of the board, the number of holes per board, the type of boards and number of boards to be produced; a correction factor addressing delivery schedule should also be included. Other pricing factors included in the pricing schema should be noted separately. The anticipated award date is October 2001.
